He worked with the Parliamentary Council and the Allied High Commission, became a close aide to Foreign Office state secretary Walter Hallstein, and headed the political section of the West German embassy in Washington. Further assignments took him to Athens and into trade and development policy.","In 1965 Pauls became West Germany's first ambassador to Israel. The appointment exposed the difficulty of establishing formal relations only twenty years after the Holocaust. Survivors, former partisans, and political groups protested his arrival and credentials ceremony. Inside President Zalman Shazar's residence, Pauls expressed Germany's sorrow and revulsion at the Nazi regime's crimes; Shazar stressed that the memory of the victims would remain part of the relationship.","As ambassador in Washington, Pauls pressed the new Nixon administration in February 1969 for consultation over the Nuclear Nonproliferation Treaty. He explained that Bonn supported limiting nuclear weapons but feared Soviet claims to a special right of intervention under wartime agreements and the UN Charter's enemy-state provisions. He sought American help in securing equal treatment and protection against threats of force.","After Washington, Pauls served as ambassador in Beijing from 1973 to 1976 and represented West Germany at NATO in Brussels until 1980.
