He entered the new German Empire’s service in 1871 and worked in Washington and Vienna. After an interruption in his career, he served in Madrid, Rome, and Alexandria before returning to Washington as minister in 1888.","Arco also handled Germany’s Washington correspondence over Samoa, where Germany, Britain, and the United States shared authority under the Berlin agreement. In February 1891 he notified Secretary of State James G. Blaine that the three governments had agreed to Baron Senfft von Pilsach’s appointment as president of Apia’s municipal board. The arrangement required the representatives of all three powers to work with the Samoan government on his installation.","Commercial relations formed part of his Washington work. In June 1891, the State Department notified Arco of newly compulsory American inspection of cattle, hogs, and meat products, including microscopic examinations for export pork. The exchange belonged to the dispute over access to European markets for American meat. Arco died later that year while still holding the Washington appointment."],"id":"germany:germany-ludwig-von-arco-valley","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-6fca0bb0f687f9054ffa.html","name":"Ludwig von Arco-Valley","notes":[],"paragraphSources":[["arco-bio"],["arco-samoa"],["arco-bio","arco-meat"]],"profileUrl":"diplomat-6fca0bb0f687f9054ffa.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"limited","reviewedOn":"2026-10-28","revision":"0d71233011483f18","sources":[{"accessedOn":"2026-10-28","date":null,"id":"arco-bio","locator":"Biography","publisher":"Wikipedia","title":"Ludwig Aloys von Arco auf Valley","type":"reference","url":"https://de.wikipedia.org/wiki/Ludwig_Aloys_von_Arco_auf_Valley"},{"accessedOn":"2026-10-28","date":"1891-06-15","id":"arco-meat","locator":"FRUS 1891, document 463","publisher":"U.S. Department of State","title":"Wharton to Arco Valley, 15 June 1891","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1891/d463"},{"accessedOn":"2026-10-28","date":"1891-02-26","id":"arco-samoa","locator":"FRUS 1894, Appendix I, document 634, pp.627–628","publisher":"U.S. Department of State","title":"Count von Arco-Valley to Mr. Blaine, 26 February 1891","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1894app1/d634"},{"accessedOn":"","date":"Accessed 23 October 2026","id":"mission-4004483e27002a3fc55a","locator":"Secondary year level roster; exact credentials and all temporary acting appointments not fully audited.","publisher":"","title":"Incoming German ambassadors to the United States: secondary chronology","type":"Mission record","url":"https://en.wikipedia.org/wiki/List_of_ambassadors_of_Germany_to_the_United_States"},{"accessedOn":"","date":"Accessed 23 October 2026","id":"mission-9d70c0e1785ed01627be","locator":"","publisher":"","title":"FRUS 1890, document 221: Arco-Valley on the Samoan General Act","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1890/d221"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-2403d1faa9fad56b36b8","locator":"","publisher":"","title":"Historical representation: Prussia","type":"Mission record","url":"https://www.bundestag.de/en/parliament/symbols/flag/flag-199494"},{"accessedOn":"","date":"Accessed 23 October 2026","id":"mission-83913b668e6ddcdcd669","locator":"","publisher":"","title":"U.S. Department of State, Office of the Historian: Germany recognition and diplomatic relations","type":"Mission record","url":"https://history.state.gov/countries/germany"}],"topics":["commercial diplomacy","food inspection","Bavaria","Samoa"]},"schemaVersion":1}
