At East Berlin's Hochschule für Ökonomie he became a professor of the history of political economy. Academic responsibilities developed alongside his work in the Socialist Unity Party and the East German parliament.","Sieber became East Germany's first ambassador in Washington after diplomatic relations were established in 1974, and was also accredited to Canada. His work included difficult questions about divided families and emigration. In April 1977 he delivered a message asserting that all American requests concerning marriages and departures had been approved. American officials welcomed progress but checked their files and disputed that all cases had been resolved.","In June 1978 he accompanied Foreign Minister Oskar Fischer to talks with Secretary of State Cyrus Vance. Their agenda ranged from the proposed consular convention and nationality disputes to family reunification, cultural exchanges, and trade barriers.
