He trained in accounting, served in the Red Army, and completed textile studies at the Industrial Academy in 1931, becoming its principal. He later supervised educational institutions in light industry and worked on the Soviet contribution to the 1939 New York World’s Fair. Foreign Ministry appointments followed in 1940, then ambassadorships in Canada, Britain, and, from 1952, the United States.","Negotiations with William S. B. Lacy opened on 28 October 1957. The two sides had different priorities: Soviet representatives sought an air agreement, while American officials placed particular emphasis on exchanges of radio and television programs. By December, they were discussing about fifty proposed exchanges, with agreement on about half.","Zarubin and Lacy signed the resulting agreement on 27 January 1958. It covered cultural, scientific, technical, and educational exchanges and became known by their names. Its detailed provisions specified participants, duration, and arrangements for visits. Zarubin signed after his promotion to deputy foreign minister earlier that month, as Mikhail Menshikov prepared to succeed him in Washington. He died later in 1958."],"id":"russia:georgiy zarubin","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-a0d8345a7d7e112020cd.html","name":"Georgiy Zarubin","notes":[],"paragraphSources":[["zarubin-riac"],["zarubin-frus"],["zarubin-riac","zarubin-frus"]],"profileUrl":"diplomat-a0d8345a7d7e112020cd.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"212fc6c6ba99a0b2","sources":[{"accessedOn":"2026-10-28","date":"","id":"zarubin-riac","locator":"27 January 2023; biographical discussion and agreement analysis","publisher":"Russian International Affairs Council","title":"Roman Reinhardt, Forgotten and Unforgettable Science Diplomacy: Towards the Anniversary of the Lacy–Zarubin Agreement","type":"scholarship","url":"https://russiancouncil.ru/en/analytics-and-comments/analytics/forgotten-and-unforgettable-science-diplomacy-towards-the-anniversary-of-lacy-zarubin-agreement/"},{"accessedOn":"2026-10-28","date":"","id":"zarubin-frus","locator":"FRUS 1955–1957, XXIV, document 114","publisher":"U.S. Department of State, Office of the Historian","title":"Editorial Note: Cultural exchange negotiations with the Soviet Union","type":"archive","url":"https://history.state.gov/historicaldocuments/frus1955-57v24/d114"},{"accessedOn":"","date":"2026-10-23","id":"mission-4c7c4c7cdbfd30452e59","locator":"","publisher":"","title":"FRUS 1952–1954, volume VIII — Persons","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1952-54v08/persons"},{"accessedOn":"","date":"2026-10-23","id":"mission-8f6fa2a0dec7248a7d09","locator":"","publisher":"","title":"State Department, Office of the Chief of Protocol — Russia (2007 archive)","type":"Mission record","url":"https://2001-2009.state.gov/s/cpr/94409.htm"},{"accessedOn":"","date":"Accessed 27 October 2026","id":"mission-1cb239a74a113bc124e9","locator":"State Department account identifies Zarubin as the Soviet delegation leader, gives the negotiation period and the 27 January 1958 agreement date.","publisher":"","title":"Office of the Historian — The Lacy–Zarubin exchange agreement","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1958-60v10p2/d2"}],"topics":["Lacy–Zarubin Agreement","cultural exchanges","science diplomacy","Canada","United Kingdom"]},"schemaVersion":1}
