His study at Harvard ended with the Pacific War, and he returned to Japan aboard an exchange ship. Originally named Honjō, he became the son-in-law of former foreign minister Shigenori Tōgō. He later worked on the 1960 revision of the security treaty with the United States and the negotiations over Okinawa's return.","Tōgō brought this experience to the Washington embassy during the Ford and Carter administrations. He participated in the March 22, 1977, meeting between President Jimmy Carter and Prime Minister Takeo Fukuda, when Carter urged restraint in nuclear fuel reprocessing and Japan sought to protect its investment in the Tokai plant. The disagreement linked Japan's energy needs to the new administration's effort to prevent nuclear proliferation.","He also managed misunderstandings that threatened economic talks. In November 1977, after Japanese press accounts portrayed Vice President Walter Mondale as sharply criticizing Fukuda, Tōgō wrote directly to Mondale. He explained that the embassy had accurately reported Mondale's meeting with the opposition Kōmeitō delegation, had sent an additional clarification to Fukuda, and had received assurances that the negotiations in Tokyo were proceeding.","After retirement, Tōgō advised the Foreign Ministry and Nippon Steel. His 1982 book Thirty Years of Japan–U.S. Diplomacy examined the security treaty, Okinawa, and subsequent relations. He died in 1985."],"id":"japan:fumihiko togo","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-e30340ccd8d53a11b013.html","name":"Fumihiko Tōgō","notes":[],"paragraphSources":[["togo-biography"],["togo-carter"],["togo-mondale"],["togo-biography"]],"profileUrl":"diplomat-e30340ccd8d53a11b013.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"7c7bc05db68c7df7","sources":[{"accessedOn":"2026-10-28","date":null,"id":"togo-biography","locator":"Biographical entries","publisher":"Kotobank, Japanese biographical dictionaries","title":"東郷文彦","type":"reference","url":"https://kotobank.jp/word/%E6%9D%B1%E9%83%B7%E6%96%87%E5%BD%A6-1093575"},{"accessedOn":"2026-10-28","date":"1977-03-22","id":"togo-carter","locator":"Participants and nuclear reprocessing discussion","publisher":"U.S. Department of State, Office of the Historian","title":"FRUS, 1977–1980, Volume XXVI, Document 329","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1977-80v26/d329"},{"accessedOn":"2026-10-28","date":"1977-11-20","id":"togo-mondale","locator":"PDF page 17; related talking points on page 16","publisher":"Minnesota Historical Society, Walter Mondale papers","title":"Fumihiko Togo to Vice President Mondale, November 20, 1977","type":"archive","url":"https://www2.mnhs.org/library/findaids/00697/pdfa/00697-00081-4.pdf"},{"accessedOn":"","date":"2012-11-19","id":"mission-5a397b8676ad6894559b","locator":"Modern chief names and protocol dates through Kenichiro Sasae; Historical diplomatic representation from 1891; Embassy raised in 1906, wartime interruption, reopening in 1952","publisher":"","title":"Diplomatic Representation for Japan","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/94066.htm"},{"accessedOn":"","date":"","id":"mission-feb923df9043de259c9a","locator":"","publisher":"","title":"Fumihiko Tōgō — mission record (1976–1980)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1977-80v03/d12"},{"accessedOn":"","date":"","id":"mission-e7329a862d4774a25686","locator":"","publisher":"","title":"Fumihiko Tōgō — mission record (1976–1980)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1969-76v37/persons"}],"topics":["Okinawa reversion","security treaty","civil nuclear cooperation","trade diplomacy"]},"schemaVersion":1}
