His 1905 history of Cuban local institutions traced their development through Spanish, Roman, and colonial precedents and compared them with institutions elsewhere in the Americas and Europe. In 1906 he initiated a chair of municipal government and the history of local institutions at the University of Havana.","The University of Salamanca’s description of his March 1909 letter to Pedro Dorado Montero records his work on legislation governing the executive and its departments, including provisions for a health ministry and university autonomy. In the same letter he announced his appointment as minister to Spain.","Carrera Jústiz presented his credentials in Washington in April 1910. The Pan American Union’s February 1911 bulletin reported his departure after that short assignment; later that year it identified him as Cuba’s minister in Mexico.","His 1911 book Orientaciones necesarias: Cuba y Panamá considered what the Panama Canal would mean for Cuban foreign policy. A contemporary review describes his argument that the canal would draw the United States more deeply into world politics and bring Cuba both commercial possibilities and strategic dangers. He urged Cubans to study those consequences and supported holding a future Pan American conference in Havana."],"id":"cuba:francisco carrera justiz","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-d31f4baae469742cf769.html","name":"Francisco Carrera Justiz","notes":[],"paragraphSources":[["carrera-legal","carrera-salamanca"],["carrera-salamanca"],["carrera-pau-departure","carrera-pau-book","cuba-protocol"],["carrera-pau-book"]],"profileUrl":"diplomat-d31f4baae469742cf769.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"f14e83e9c8ead312","sources":[{"accessedOn":"2026-10-28","date":"2016","id":"carrera-legal","locator":"Paragraphs60–61","publisher":"Forum Historiae Iuris","title":"Fabricio Mulet Martínez, La Historia del Derecho en Cuba: retrospectiva y perspectiva","type":"scholarship","url":"https://forhistiur.net/2016-10-mulet-martinez/?l=es"},{"accessedOn":"2026-10-28","date":"1909-03-07","id":"carrera-salamanca","locator":"Catalog description and author authority dates","publisher":"Universidad de Salamanca, GREDOS","title":"Carta de Francisco Carrera y Jústiz a Pedro Dorado Montero, 7 March 1909","type":"archival-catalogue","url":"https://gredos.usal.es/handle/10366/76717"},{"accessedOn":"2026-10-28","date":"1911-02","id":"carrera-pau-departure","locator":"February1911,p.195;PDFp.13","publisher":"Pan American Union","title":"Departure of Dr. Francisco Carrera Justiz","type":"primary-record","url":"https://upload.wikimedia.org/wikipedia/commons/4/4e/Bulletin_of_the_Pan_American_Union_1911-02-_Vol_32_Iss_2_%28IA_sim_bulletin-of-the-pan-american-union_1911-02_32_2%29.pdf"},{"accessedOn":"2026-10-28","date":"1911-10","id":"carrera-pau-book","locator":"October1911,p.811;PDFp.153","publisher":"Pan American Union","title":"Book notes: Orientaciones Necesarias, Cuba y Panama","type":"contemporary-review","url":"https://upload.wikimedia.org/wikipedia/commons/c/cf/Bulletin_of_the_Pan_American_Union_1911-10-_Vol_33_Iss_4_%28IA_sim_bulletin-of-the-pan-american-union_1911-10_33_4%29.pdf"},{"accessedOn":"2026-10-28","date":null,"id":"cuba-protocol","locator":"Entries for 1902,1909,1910,1911,1913","publisher":"U.S. Department of State, Office of the Chief of Protocol","title":"Cuba: foreign chiefs of mission","type":"official-roster","url":"https://2009-2017.state.gov/s/cpr/rls/91599.htm"}],"topics":["municipal government","legal history","Panama Canal","university autonomy"]},"schemaVersion":1}
