He worked in London and served as Domício da Gama’s secretary at the League of Nations assembly in 1922. Much of his early work concerned ministry administration: standardizing records, organizing reports, and improving departmental procedures. He joined the Washington embassy in 1935 and acted as its head from December 1937 to April 1938.","He returned to Washington during the Second World War and repeatedly served as chargé while Ambassador Carlos Martins was away. His duties extended to Brazil’s participation in the United Nations relief agency. After 1946 he headed Itamaraty’s administrative department and helped organize the 1947 inter-American peace and security conference. He became ambassador to Venezuela in 1950, then moved to Brazil’s representation at the Organization of American States in 1953.","At the OAS, Lobo chaired the council and worked on inter-American peace and nuclear cooperation. In April 1961 he presided at the session where President John F. Kennedy urged the organization to advance the Alliance for Progress. Kennedy referred directly to Lobo’s opening address on a new phase of hemispheric cooperation.
