His early politics put him in conflict with the monarchy: participation in the Praieira revolt led to imprisonment on Fernando de Noronha before an amnesty allowed his return. He later entered parliamentary and diplomatic service, becoming a deputy in 1864 and undertaking a special mission to Bolivia in 1866.","At La Paz on 27 March 1867, Lopes Neto and Bolivian minister Mariano Donato Muñoz signed a treaty covering boundaries, navigation, commerce, and extradition. Their subsequent exchange of notes clarified that navigation on specified frontier lakes was open to both countries. It also explained the limits on punishment when military or maritime deserters were returned: where desertion carried a death sentence, the receiving state was obliged to commute it. The treaty was promulgated in Brazil in 1868.","Lopes Neto was vice-president of Brazil's executive commission at the Philadelphia Centennial Exhibition of 1876. He engaged an architect, arranged displays, prepared for Pedro II's visit, dealt with other commissioners and American contacts, and managed sales, donations, and shipment of objects after the exhibition closed. Antônio Pedro de Carvalho Borges was the commission's president.","His subsequent diplomatic work included Uruguay and Washington, followed by an arbitration assignment concerning foreign claims against Chile. He also represented Brazil in Italy. Created a baron in 1888, he died in Florence in 1895."],"id":"brazil:felippe lopes neto","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-9e55cc1e28bd9a30c72b.html","name":"Felippe Lopes Neto","notes":[{"sourceIds":["mission-62664b5e08dd6454fab5","mission-759fca5789687b8b2893","mission-4a7db01ca9376d919aaa","mission-fc4375c1c92978eed672"],"text":"FUNAG’s 2021 chronology dates the mission to 22 June 1881–21 July 1883; its earlier guide gives 24 October 1882–14 August 1883."}],"paragraphSources":[["nobility"],["treaty"],["centennial"],["nobility"]],"profileUrl":"diplomat-9e55cc1e28bd9a30c72b.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Antônio Pedro de Carvalho Borges","note":"Lopes Netto and Borges served as vice-president and president of the Brazilian Centennial commission.","profileUrl":"diplomat-1dda5214840ead9436da.html","sourceIds":["centennial"],"targetId":"brazil:antonio pedro de carvalho borges","type":"worked_with"}],"relationships":[{"certainty":"documented","note":"Lopes Netto and Borges served as vice-president and president of the Brazilian Centennial commission.","sourceIds":["centennial"],"targetId":"brazil:antonio pedro de carvalho borges","type":"worked_with"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"642f1830eb8936e9","sources":[{"accessedOn":"2026-10-28","date":"1918","id":"nobility","locator":"Named biographical entry in the 1918 work","publisher":"Wikisource transcription of 1918 reference work","title":"Archivo nobiliarchico brasileiro: Lopes Netto","type":"reference","url":"https://pt.wikisource.org/wiki/Archivo_nobiliarchico_brasileiro/Lopes_Netto_%28Bar%C3%A3o_de%29"},{"accessedOn":"2026-10-28","date":"1868-11-28","id":"treaty","locator":"Treaty signed 27 March 1867; notes of 19 September 1867","publisher":"Câmara dos Deputados","title":"Decreto 4.280, 28 November 1868: Brazil–Bolivia treaty and explanatory notes","type":"primary-record","url":"https://www2.camara.leg.br/legin/fed/decret/1824-1899/decreto-4280-28-novembro-1868-553624-publicacaooriginal-71754-pe.html"},{"accessedOn":"2026-10-28","date":"2010","id":"centennial","locator":"pp. 69–71","publisher":"Royal College of Art","title":"Livia Rezende, The Raw and the Manufactured: Brazilian Modernity and National Identity as Projected in International Exhibitions (1862–1922)","type":"scholarship","url":"https://researchonline.rca.ac.uk/1143/1/Rezende_Livia%2C_The_Raw_and_the_Manufactured_Brazilian_Modernity_and_National_Identity_as_Projected_in_International_Exhibitions_%281862%E2%80%931922%29%2C_2010.pdf"},{"accessedOn":"","date":"Accessed 22 October 2026","id":"mission-62664b5e08dd6454fab5","locator":"Barbosa’s own account of embassy support for Projeto Resgate.","publisher":"","title":"Rubens Barbosa: archival-recovery initiative, foreword pp. 30–31","type":"Mission record","url":"https://funag.gov.br/loja/download/753-guia_dos_arquivos_americanos.pdf"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-759fca5789687b8b2893","locator":"","publisher":"","title":"Historical representation: Empire of Brazil","type":"Mission record","url":"https://funag.gov.br/loja/download/legacoes_embaixadas.pdf"},{"accessedOn":"","date":"","id":"mission-4a7db01ca9376d919aaa","locator":"","publisher":"","title":"Felippe Lopes Neto — mission record (1881–1883)","type":"Mission record","url":"https://funag.gov.br/biblioteca-nova/produto/loc_pdf/345/1/monarquia_e_a_republica:_aspectos_das_relacoes_entre_brasil_e_estados_unidos_durante_o_imperio_a"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-fc4375c1c92978eed672","locator":"","publisher":"","title":"Historical representation: Empire of Brazil","type":"Mission record","url":"https://www.camara.leg.br/noticias/91674-saiba-quais-sao-as-12-bandeiras-historicas-do-brasil/"}],"topics":["Brazil–Bolivia treaty of 1867","Philadelphia Centennial","Praieira revolt"]},"schemaVersion":1}
