He entered parliament for Estella, undertook diplomatic assignments in Central America and Chile, and edited the newspaper El Reino.","Goñi negotiated the 1864 boundary treaty with Portugal and became undersecretary in the Ministry of State. He succeeded García Tassara in Washington in 1867.
