On 10 October 1936, he accompanied Fernando de los Ríos, the incoming ambassador, to his first meeting with Secretary of State Cordell Hull.","He was again acting as chargé in June 1937, when he sought permission for Basque organizations in the United States to receive children from Bilbao and the Basque Country. His letter of 16 June followed a conversation with Under Secretary Sumner Welles the previous day and offered assurances for the children’s care.
