After arrests during unsuccessful expeditions from abroad, he reached Cuba with Calixto García’s Bermuda expedition. He served as a staff officer, represented Pinar del Río at the La Yaya constituent assembly, and finished the war with the rank of colonel. He completed his legal studies after returning from the battlefield.","Torriente became a judge and then a diplomat in Spain, where he negotiated an extradition treaty with Cuba’s former colonial ruler. He resigned his Madrid post after the American intervention of 1906. His later career included legal practice, the Cuban Senate, and the foreign ministry. In September 1923, he presided over the fourth Assembly of the League of Nations.","As Cuba’s ambassador in Washington, Torriente pressed for recognition of Cuban sovereignty over the Isle of Pines. The United States Senate approved the long delayed treaty in March 1925. In his farewell letter to the Pan American Union, he welcomed the decision while emphasizing how long Cuba had waited for it. The settlement concluded a campaign pursued by several Cuban governments and diplomats.","He also challenged a proposed American immigration quota for Cubans. In January 1924, he warned that the restriction would obstruct trade and ordinary travel by thousands of people who were visiting rather than immigrating. His protest combined an economic argument with assurances about Cuba’s enforcement of naturalization laws.","Returning to the foreign ministry, Torriente worked with ambassador Manuel Márquez Sterling on the 1934 agreements that revised Cuba’s relationship with the United States. He helped direct the negotiations to remove the intervention provisions associated with the Platt Amendment and joined in concluding the new reciprocal trade agreement.","After Fulgencio Batista’s 1952 coup, Torriente led the Society of Friends of the Republic in an effort to restore constitutional government through negotiations. He sought agreement between the government and opposition on elections and constitutional guarantees. The civic dialogue failed to achieve a settlement in 1956, the year of his death."],"id":"cuba:cosme de la torriente","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-5a03452aba5294a05d31.html","name":"Cosme de la Torriente","notes":[],"paragraphSources":[["torriente-early"],["torriente-early","torriente-league"],["torriente-study","torriente-pau"],["torriente-quota"],["torriente-civic","torriente-trade"],["torriente-civic"]],"profileUrl":"diplomat-5a03452aba5294a05d31.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Manuel Márquez Sterling","note":"Collaborated on the1934revision of bilateral relations and reciprocal trade agreement.","profileUrl":"diplomat-86680b4cfa65bc015960.html","sourceIds":["torriente-trade","torriente-civic"],"targetId":"cuba:manuel marquez sterling","type":"worked_with"}],"relationships":[{"certainty":"documented","note":"Collaborated on the1934revision of bilateral relations and reciprocal trade agreement.","sourceIds":["torriente-trade","torriente-civic"],"targetId":"cuba:manuel marquez sterling","type":"worked_with"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"e630d12fbadb49a5","sources":[{"accessedOn":"2026-10-28","date":null,"id":"torriente-early","locator":"Full early career account","publisher":"Latin American Studies, historical biography reproduction","title":"Cosme de la Torriente: biographical account","type":"historical-reference","url":"https://www.latinamericanstudies.org/torriente-bio.htm"},{"accessedOn":"2026-10-28","date":"1934","id":"torriente-league","locator":"1934, p. 29; PDF p. 37","publisher":"League of Nations Secretariat, Information Section","title":"Essential Facts about the League of Nations, second edition","type":"primary-record","url":"https://deriv.nls.uk/dcn23/1965/8130/196581301.23.pdf"},{"accessedOn":"2026-10-28","date":"2015-12","id":"torriente-study","locator":"December 2015, pp. 11–13","publisher":"Estudios Históricos, no. 15","title":"Paul Sarmiento Blanco and Leidiedis Góngora Cruz, En el filo de una nueva comprensión de las relaciones internacionales de la República Cubana hasta 1925","type":"scholarship","url":"https://estudioshistoricos.org/15/eh%201515.pdf"},{"accessedOn":"2026-10-28","date":"1925-06","id":"torriente-pau","locator":"June1925, pp.538–541; PDF pp.4,6–7","publisher":"Pan American Union","title":"Torriente’s farewell letter to the Pan American Union","type":"primary-record","url":"https://upload.wikimedia.org/wikipedia/commons/f/f4/Bulletin_Of_The_Pan_American_Union_1925-06-_Vol_59_Iss_6_%28IA_sim_bulletin-of-the-pan-american-union_1925-06_59_6%29.pdf"},{"accessedOn":"2026-10-28","date":"1924-01-14","id":"torriente-quota","locator":"FRUS1924, vol.I, document139, pp.212–213","publisher":"U.S. Department of State","title":"Torriente to the Secretary of State, 14 January1924","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1924v01/d139"},{"accessedOn":"2026-10-28","date":null,"id":"torriente-civic","locator":"Sections El diálogo and La violencia se impone","publisher":"Centro de Estudios Convivencia, Martes de Dimas","title":"Cosme de la Torriente: la vigencia de sus prédicas","type":"historical-analysis","url":"https://centroconvivencia.org/cosme-la-torriente-la-vigencia-predicas/"},{"accessedOn":"2026-10-28","date":"1934-08-24","id":"torriente-trade","locator":"Press release,24August1934, FRUS1934,vol.V,document158","publisher":"U.S. Department of State","title":"Statement by Dr. Cosme de la Torriente, Secretary of State of Cuba","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1934v05/d158"},{"accessedOn":"","date":"2015-09-16 (page date; table includes 17 September)","id":"mission-3c90b64cdbf56789616d","locator":"","publisher":"","title":"Diplomatic Representation for the Republic of Cuba","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/91599.htm"},{"accessedOn":"","date":"","id":"mission-d531a5168bcebb2a6359","locator":"","publisher":"","title":"Cosme de la Torriente — mission record (1923–1925)","type":"Mission record","url":"https://books.google.com/books/about/Mi_misi%C3%B3n_en_W%C3%A1shington.html?id=hizVAAAAMAAJ"}],"topics":["Cuban independence","League of Nations","Isle of Pines","immigration","Platt Amendment","constitutional government"]},"schemaVersion":1}
