After graduating from the Alexander Lyceum in 1854, he entered the Foreign Ministry as a translator. Assignments in Saxony, Denmark, and Hamburg preceded his appointment as minister in Beijing in 1891.","In China, Cassini cultivated close relations with the French minister and dealt with Li Hongzhang during the Sino-Japanese War. He urged St. Petersburg to resist Japanese predominance in the region. Historian E. O. Starovoitova also identifies his intervention in securing Li’s appointment to the Chinese delegation attending Nicholas II’s coronation in 1896 and his assistance to the Russian consul establishing a concession at Hankou.","Appointed to Washington in 1897 and raised to ambassadorial rank in 1898, Cassini encountered increasing American opposition to Russian policy. His response to the 1903 Kishinev pogrom included blaming Jewish moneylending for hostility toward Jews, an antisemitic explanation that defended the imperial government while shifting responsibility toward the victims. During the Russo-Japanese War he also sought to counter American sympathy for Japan.","In September 1904, when the Russian transport Lena entered San Francisco with damaged machinery, Cassini conveyed his government’s acceptance of American disarmament conditions. He requested assistance in sending the crew home, consistent with U.S. neutrality, while retaining a small complement to maintain the ship.","Cassini transferred to Spain in 1905 and participated in the Algeciras Conference on Morocco. He retired in 1909 because of ill health. After the Russian Revolution he lived in Paris, where he died in 1919."],"id":"russia:comte cassini","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-e69acb54b8c108883ce5.html","name":"Comte Cassini","notes":[],"paragraphSources":[["cassini-starovoitova"],["cassini-starovoitova"],["cassini-reference"],["cassini-lena"],["cassini-reference"]],"profileUrl":"diplomat-e69acb54b8c108883ce5.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"dd9cb9e3d8497a9c","sources":[{"accessedOn":"2026-10-28","date":"","id":"cassini-starovoitova","locator":"pp. 139–144","publisher":"Problemy Dalnego Vostoka, 2016, no. 6","title":"E.
