He obtained the jinshi degree in 1853 and served in the Qing administration before supervising the Chinese Educational Mission. Beginning in 1872, boys sent to New England studied subjects intended to strengthen China's technical capabilities. Chen and his deputy Yung Wing differed over how far students should adapt to American life and how their Chinese education should be maintained.","In 1874, Chen headed an international commission investigating the treatment of Chinese indentured laborers in Cuba. Working with British and French colleagues, he visited plantations, industrial workplaces, warehouses, and prisons and collected testimony from laborers. His ability to speak Cantonese enabled direct communication with many of the men. The investigation documented violence and coercive conditions, including practices that prevented workers from leaving after their contracts expired.","The commission assembled its report in Washington, and its findings circulated internationally. Chen's work placed Chinese testimony and claims for protection before governments involved in the labor trade. He subsequently served as China's first resident minister to the United States, with additional responsibility for Spain and Peru."],"id":"china:chen lanbin","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-0bb3cb0f45d86e1e091e.html","name":"Chen Lanbin","notes":[],"paragraphSources":[["ecnu-chen"],["ng-chen-cuba"],["ecnu-chen","ng-chen-cuba"]],"profileUrl":"diplomat-0bb3cb0f45d86e1e091e.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"95c8aaab6806b6fb","sources":[{"accessedOn":"2026-10-28","date":"2010","id":"ecnu-chen","locator":"42(3), pp. 93–98, 112","publisher":"Journal of East China Normal University, Xie Junmei","title":"陈兰彬与近代中国留学事业","type":"scholarship","url":"https://xbzs.ecnu.edu.cn/CN/html/2010-3-93.htm"},{"accessedOn":"2026-10-28","date":"2014","id":"ng-chen-cuba","locator":"2014.2, pp. 39–62, especially the investigation and report sections","publisher":"Transcultural Studies, Rudolph Ng","title":"The Chinese Commission to Cuba (1874): Reexamining International Relations in the Nineteenth Century from a Transcultural Perspective","type":"scholarship","url":"https://pure.port.ac.uk/ws/portalfiles/portal/23049403/13009_Article_Text_42651_5_10_20150511.pdf"},{"accessedOn":"","date":"","id":"mission-bd3f2501650504a8fd67","locator":"","publisher":"","title":"Chen Lanbin — mission record (1878–1881)","type":"Mission record","url":"https://2001-2009.state.gov/r/pa/ho/pubs/fs/90392.htm"},{"accessedOn":"","date":"","id":"mission-e45c96cb90c453363a18","locator":"","publisher":"","title":"Chen Lanbin — mission record (1878–1881)","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1881/d190"},{"accessedOn":"","date":"2026-10-26","id":"mission-33fb44160887bed665f3","locator":"Early Qing representatives: triangular yellow-dragon flag.
