Later assignments took him to Chile and to the foreign ministry’s South American directorate. In the late 1990s he worked on Peru–Ecuador border integration and led negotiations with Chile over outstanding obligations under the 1929 boundary treaty. Those talks produced the November 1999 Act of Execution and arrangements for Peruvian port facilities at Arica.","Pareja subsequently served as ambassador to Spain, Switzerland, and Chile. His Santiago posting, in 2009–2014, coincided with Peru’s maritime boundary litigation before the International Court of Justice. Back in Lima, he directed policy for the Americas and then for Africa, the Middle East, and the Gulf before returning to Washington as ambassador in 2016.","In a December 2018 interview reviewing his Washington work, Pareja described efforts to promote investment, contacts with Congress and the Trump administration, and the embassy’s cultural programme. He highlighted American assistance following the 2017 coastal El Niño disaster and U.S. participation in the 2018 Summit of the Americas in Lima. He also described a regularly changing embassy gallery, supported by his wife Consuelo Salinas’s work with Peruvian artists.","Pareja concluded the Washington mission at the end of 2018 and retired from career service in 2019. He returned to public office on 23 April 2026, when he was sworn in as foreign minister after Hugo de Zela’s resignation."],"id":"peru:carlos jose pareja rios","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-f6494124569f42a0a504.html","name":"Carlos José Pareja Ríos","notes":[],"paragraphSources":[["andina2016"],["andina2016"],["interview2018"],["interview2018","minister2026"]],"profileUrl":"diplomat-f6494124569f42a0a504.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Hugo de Zela","note":"Carlos Pareja succeeded Hugo de Zela as foreign minister in April 2026.","profileUrl":"diplomat-300e6597de3b06bc1be0.html","sourceIds":["minister2026"],"targetId":"peru:hugo de zela","type":"succeeded"}],"relationships":[{"certainty":"documented","note":"Carlos Pareja succeeded Hugo de Zela as foreign minister in April 2026.","sourceIds":["minister2026"],"targetId":"peru:hugo de zela","type":"succeeded"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"28b17ce236434a9a","sources":[{"accessedOn":"2026-10-28","date":"2016-09-08","id":"andina2016","locator":"Career biography","publisher":"Agencia Andina","title":"Meet the new Peruvian Ambassador to the U.S.","type":"official-biography","url":"https://andina.pe/ingles/noticia-meet-the-new-peruvian-ambassador-to-the-us-629961.aspx"},{"accessedOn":"2026-10-28","date":"2018-12-09","id":"interview2018","locator":"Victor Caycho interview with Pareja","publisher":"Universidad del Pacífico, reproducing Washington Hispanic","title":"EEUU apoya la lucha del Perú contra la corrupción","type":"primary-record","url":"https://orpn.up.edu.pe/noticias/eeuu-apoya-la-lucha-del-peru-contra-la-corrupcion/"},{"accessedOn":"2026-10-28","date":"2026-04-23","id":"minister2026","locator":"Appointment and retirement history","publisher":"El Peruano","title":"Diplomático Carlos Pareja Ríos es el flamante Ministro de Relaciones Exteriores","type":"contemporary-report","url":"https://www.elperuano.pe/noticia/294200-diplomatico-carlos-pareja-rios-es-el-flamante-ministro-de-relaciones-exteriores"},{"accessedOn":"","date":"Checked 20 October 2026","id":"mission-63a65d6d566f79decf79","locator":"","publisher":"","title":"Public source record","type":"Mission record","url":"https://andina.pe/agencia/noticia-nombran-a-hugo-zela-embajador-del-peru-estados-unidos-744570.aspx"},{"accessedOn":"","date":"","id":"mission-286a1209e39d2f873178","locator":"Bilateral event during the posting; Pareja’s personal role is unverified.","publisher":"","title":"Readout of President Trump’s meeting with President Kuczynski, 24 February 2017","type":"Mission record","url":"https://trumpwhitehouse.archives.gov/briefings-statements/readout-presidents-meeting-president-pedro-pablo-kuczynski-peru/"},{"accessedOn":"","date":"","id":"mission-2d9c8ee987d84d3557af","locator":"","publisher":"","title":"Carlos José Pareja Ríos — mission record (2016–2018)","type":"Mission record","url":"https://andina.pe/ingles/noticia-peruvian-ambassador-to-us-ends-duties-in-december-733935.aspx"},{"accessedOn":"","date":"","id":"mission-70c40d5f74a440cfa15f","locator":"","publisher":"","title":"Carlos José Pareja Ríos — mission record (2016–2018)","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/29710.htm"}],"topics":["Arica treaty implementation","Chile relations","cultural diplomacy"]},"schemaVersion":1}
