In February 1943, while holding the rank of minister, he challenged an American proposal linking access to newsprint with a trade arrangement involving Argentine fresh fruit. He told Philip Bonsal, head of the State Department’s American republics division, that using import decisions to influence Argentina’s admission of other goods infringed its sovereignty and would strengthen nationalist opponents of the United States.","He remained a spokesman for Argentina during the dispute over Washington’s refusal to recognize the Farrell government. In September 1944, his statement concerning possible asylum for Axis war criminals became part of an exchange between Secretary of State Cordell Hull and Foreign Minister Orlando Peluffo. Peluffo insisted that García Arias’s pronouncements carried official weight unless his government repudiated them. He was chargé in Washington at that time.","On 28 March 1945 García Arias formally notified the Pan American Union that Argentina accepted the final act of the Chapultepec conference and had declared war on Japan and Germany the previous day. He transmitted the decree and the government’s commitment to measures against activities threatening the Allied war effort. His work subsequently shifted to permanent representation at the Pan American Union: he was appointed ambassador to that institution on 31 December 1945.","García Arias later became ambassador to Israel. He was recalled to Buenos Aires on 12 June 1960 during the dispute over Israel’s removal of Adolf Eichmann from Argentina. In July, President Arturo Frondizi linked the ambassador’s return to satisfaction over the violation of Argentine sovereignty, while Israel announced that Argentina had informed it he would receive a different assignment."],"id":"argentina:argentina-rodolfo-garcia-arias","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-055281dc37b0f9faaf1a.html","name":"Rodolfo García Arias","notes":[],"paragraphSources":[["trade"],["asylum"],["chapultepec","panamerican"],["israel"]],"profileUrl":"diplomat-055281dc37b0f9faaf1a.html","relatedEvents":[{"basis":"reviewed-context","country":"Argentina","date":"1944–1945","description":"The United States withdraws Ambassador Norman Armour in June 1944 amid disputes with Argentina’s military government.
