He helped organize the 1936 Inter-American Conference for the Maintenance of Peace in Buenos Aires, serving as vice-president of its organizing committee. His subsequent appointments included minister to Denmark and two periods as undersecretary of foreign relations. He returned to the undersecretariat during the military governments of 1943–45 before receiving the Washington embassy.","Ibarra García presented his credentials to Harry Truman on 8 May 1945. He also joined Argentina’s delegation to the San Francisco conference that founded the United Nations. There he approached Chen Chieh, China’s ambassador to Mexico and a fellow delegate, about establishing diplomatic relations. His written proposal of 26 May received an affirmative reply two days later, followed by welcoming telegrams between the two foreign ministers.","His Washington appointment coincided with growing conflict between the Argentine government and Spruille Braden, the American ambassador in Buenos Aires. In an August telegram, Braden reported hearing that Ibarra García had described the State Department as divided over Braden’s conduct. Braden asked Washington to correct that impression because it weakened his position.","Recalled to Buenos Aires in September 1945, Ibarra García was appointed ambassador to Cuba the following month. That appointment was withdrawn in November at his own request, and he was placed on availability. He died in Buenos Aires in 1949."],"id":"argentina:argentina-oscar-ibarra-garcia","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-b44e3949a04e3e2e57b9.html","name":"Oscar Ibarra García","notes":[],"paragraphSources":[["life"],["life","china"],["braden"],["life"]],"profileUrl":"diplomat-b44e3949a04e3e2e57b9.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"243f275c4458b1ee","sources":[{"accessedOn":"2026-10-28","date":null,"id":"life","locator":"Biografía and references","publisher":"Wikipedia","title":"Oscar Ibarra García","type":"reference","url":"https://es.wikipedia.org/wiki/Oscar_Ibarra_Garc%C3%ADa"},{"accessedOn":"2026-10-28","date":"2012","id":"china","locator":"Page 4 and notes 2–4","publisher":"Fabián Bosoer, Universidad Nacional de Tres de Febrero","title":"Orientalismo y peronismo: reconfiguración de visiones geopolíticas en los diplomáticos argentinos de la segunda posguerra","type":"scholarship","url":"https://redesperonismo.org/wp-content/uploads/2019/03/019.pdf"},{"accessedOn":"2026-10-28","date":"1945-08-10","id":"braden","locator":"FRUS 1945, volume IX, document 276","publisher":"U.S. Department of State, Office of the Historian","title":"Ambassador Braden to the Secretary of State, 10 August 1945","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1945v09/d276"},{"accessedOn":"","date":"","id":"mission-37d73da851637feedd00","locator":"","publisher":"","title":"State Department historical roster — access blocked","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/91554.htm"}],"topics":["United Nations founding","Argentina–China relations","Inter-American relations"]},"schemaVersion":1}
