He served as agriculture minister and foreign minister under Yrigoyen before representing Argentina in Washington during Marcelo T. de Alvear's presidency.","At the 1928 Havana conference, Pueyrredón challenged both military intervention and high trade barriers. He refused to approve a convention reorganizing the Pan American Union without language criticizing tariffs, and also raised the American sanitary restrictions on Argentine livestock. The two issues did not produce a united Argentine position. Historian David Sheinin writes that Alvear's government sought accommodation with Washington while Pueyrredón insisted that economic grievances belonged at the center of Pan-American discussions.","The dispute ended his mission. After exchanges with Buenos Aires over whether to sign with a reservation, Pueyrredón maintained his refusal and resigned as delegation leader and ambassador. On 16 February he reaffirmed that decision despite an attempt to preserve governmental unity. Sheinin also notes that Pueyrredón had recently praised American roads, grain facilities, national parks, and living standards.","Back in domestic politics, Pueyrredón won the 1931 election for governor of Buenos Aires Province. The government of José Félix Uriburu annulled the result."],"id":"argentina:argentina-honorio-pueyrredon","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-3dbe86dd6e7e7e838c05.html","name":"Honorio Pueyrredón","notes":[],"paragraphSources":[["pueyrredon-pigna"],["pueyrredon-sheinin"],["pueyrredon-sheinin"],["pueyrredon-pigna"]],"profileUrl":"diplomat-3dbe86dd6e7e7e838c05.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"c83c89f148cb1fa8","sources":[{"accessedOn":"2026-10-28","date":null,"id":"pueyrredon-pigna","locator":"Biographical entry","publisher":"El Historiador, Felipe Pigna","title":"Honorio Pueyrredón","type":"reference","url":"https://elhistoriador.com.ar/honorio-pueyrredon/"},{"accessedOn":"2026-10-28","date":null,"id":"pueyrredon-sheinin","locator":"PDF pages 17–20 and 28","publisher":"Institute of Latin American Studies, University of London; David Sheinin","title":"Argentina and the United States at the Sixth Pan American Conference (Havana 1928)","type":"scholarship","url":"https://sas-space.sas.ac.uk/3429/1/B07_-_Argentina_and_the_United_States_at_the_Sixth_Pan_American_Conference_%28Havana_1928%29.pdf"},{"accessedOn":"","date":"","id":"mission-37d73da851637feedd00","locator":"","publisher":"","title":"State Department historical roster — access blocked","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/91554.htm"},{"accessedOn":"","date":"","id":"mission-3be3a949e4127a81fbf2","locator":"","publisher":"","title":"Secondary historical roster — verification incomplete","type":"Mission record","url":"https://en.wikipedia.org/wiki/List_of_ambassadors_of_Argentina_to_the_United_States"},{"accessedOn":"","date":"","id":"mission-a8cdc88943de7746a6cb","locator":"","publisher":"","title":"FRUS: naval procurement and Pueyrredón, 1926","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1927v01/d304"}],"topics":["nonintervention","tariffs","Radical politics"]},"schemaVersion":1}
