Early postings took him to Bulgaria and Greece. Dismissed by the military government in 1956, he was reinstated under Arturo Frondizi in 1958. He subsequently worked at the United Nations, directed political affairs in the foreign ministry, and served in Cairo, London, and Vienna.","As Argentina's UN representative in 1970–77, Ortiz de Rozas twice presided over the Security Council and became a candidate for secretary-general in 1971. Disarmament was a recurring specialty: he chaired the preparatory and main committees of the UN's first special session on disarmament and the Committee on Disarmament in Geneva. His London embassy ended with the 1982 war. He then headed Argentina's mission to the Holy See for the papal mediation of the dispute with Chile.","After serving in France and as deputy foreign minister, he was ambassador in Washington from 1991 to 1993. On February 11, 1992, he signed for Argentina the agreements establishing and administering the Multilateral Investment Fund. He retired from the foreign service in 1994 and subsequently chaired the Bunge y Born Foundation and remained active in foreign policy scholarship."],"id":"argentina:argentina-carlos-ortiz-de-rozas","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-d55faf5d5614e0c3f247.html","name":"Carlos Ortiz de Rozas","notes":[],"paragraphSources":[["academy"],["academy"],["academy","fund"]],"profileUrl":"diplomat-d55faf5d5614e0c3f247.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"8723669b9c4a259e","sources":[{"accessedOn":"2026-10-28","date":null,"id":"academy","locator":"Career chronology and other activities","publisher":"Academia Nacional de Ciencias Morales y Políticas","title":"Carlos Ortiz de Rozas: curriculum vitae","type":"official-biography","url":"https://www.ancmyp.org.ar/contenido.asp?id=328"},{"accessedOn":"2026-10-28","date":null,"id":"fund","locator":"Treaty texts and signature blocks, February 11, 1992","publisher":"Constitutional Court of Colombia","title":"Sentencia C-390/94: Multilateral Investment Fund agreements","type":"primary-record","url":"https://www.corteconstitucional.gov.co/relatoria/1994/c-390-94.htm"},{"accessedOn":"","date":"","id":"mission-37d73da851637feedd00","locator":"","publisher":"","title":"State Department historical roster — access blocked","type":"Mission record","url":"https://2009-2017.state.gov/s/cpr/rls/91554.htm"},{"accessedOn":"","date":"","id":"mission-3be3a949e4127a81fbf2","locator":"","publisher":"","title":"Secondary historical roster — verification incomplete","type":"Mission record","url":"https://en.wikipedia.org/wiki/List_of_ambassadors_of_Argentina_to_the_United_States"}],"topics":["United Nations","disarmament","Beagle Channel mediation","Multilateral Investment Fund"]},"schemaVersion":1}
