He accompanied Justice Minister Ismael Bruno Quijano to Henry Kissinger in February 1972, when Quijano sought Treasury intervention with New York banks on behalf of an Argentine financial mission. Quijano was the principal Argentine speaker in a discussion that linked the request to the government's promised electoral transition and its relationship with the United States.","Muñiz founded the Argentine Council for International Relations in 1978 and remained its president until his death in 2007.
