Assignments in Havana and Buenos Aires preceded senior work in the foreign ministry and international trade negotiations. He represented Brazil in the Kennedy Round of GATT negotiations before becoming ambassador in Argentina in 1969.","As foreign minister under General Ernesto Geisel from 1974 to 1979, Silveira pursued a wider range of diplomatic and commercial partners. Brazil established relations with the People’s Republic of China, recognized newly independent African states, and signed its 1975 nuclear cooperation agreement with West Germany. These policies, together with the military government’s rejection of American human rights pressure, produced repeated disagreements with Washington.","Silveira nevertheless moved directly from the ministry to the United States embassy, presenting credentials to President Jimmy Carter in July 1979. He remained ambassador until 1983, then served in Portugal before retiring in 1985. He died in 1990, leaving an unfinished memoir and a personal archive now held by FGV’s CPDOC."],"id":"brazil:antonio francisco azeredo da silveira","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-2146689f7d1492c53987.html","name":"Antônio Francisco Azeredo da Silveira","notes":[],"paragraphSources":[["fgv-biography"],["fgv-biography"],["fgv-biography"]],"profileUrl":"diplomat-2146689f7d1492c53987.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"b580c52c8e5d16fa","sources":[{"accessedOn":"2026-10-28","date":"","id":"fgv-biography","locator":"Early career; foreign ministry; Embaixador nos EUA","publisher":"FGV CPDOC","title":"Antônio Francisco Azeredo da Silveira","type":"scholarship","url":"https://www18.fgv.br/cpdoc/acervo/dicionarios/verbete-biografico/antonio-francisco-azeredo-da-silveira"},{"accessedOn":"","date":"Accessed 22 October 2026","id":"mission-e86b2f854c50aec0986d","locator":"Retrieved as full public HTML on 22 October 2026.
