His education took him through Ottoman schools and further study in Paris. After provincial clerical work and service in the Foreign Ministry's Translation Office, he held diplomatic posts in Paris, London, Bucharest, and St Petersburg. Alongside this career he wrote poetry, drama, and prose under names including İbnürreşad.","His writing belonged to the generation between the Tanzimat authors and the Servet-i Fünun movement. Şâyân combined verse and prose and experimented with established poetic forms; Hûşeng drew its subject from the Shahnameh, while Üssü’l-Esâs treated Turkish history in verse. His work appeared in several literary periodicals, and he participated in the circle around the İzmir newspaper Hizmet.","When the New York consul refused to endorse the passport of the Reverend S. L. Beiler for a journey to Palestine, Secretary of State John Hay intervened. On 11 October 1898 Ferruh informed Hay that the consul had been ordered by telegraph to grant the endorsement, while asking that the travellers avoid political activity. Hay thanked him that same day for resolving the immediate problem.","Ferruh's later appointment as extraordinary commissioner in Bulgaria produced detailed reports on Muslim communities and institutions. His report of 2 April 1902 discussed schools, religious administration, charitable endowments, and political divisions within the community. It criticized the conduct of some Muslim officeholders as well as the conditions under Bulgarian rule, and identified education as central to reform. He died in Sofia in 1904 and was buried in Istanbul beside his father."],"id":"turkey:ali-ferruh-bey","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-12e0d450952d43b6f5b5.html","name":"Ali Ferruh Bey","notes":[],"paragraphSources":[["tr-ferruh-teis","tr-ferruh-bulgaria"],["tr-ferruh-teis"],["tr-ferruh-beiler","tr-hay-ferruh"],["tr-ferruh-bulgaria","tr-ferruh-teis"]],"profileUrl":"diplomat-12e0d450952d43b6f5b5.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"809544638244a568","sources":[{"accessedOn":"2026-10-28","date":null,"id":"tr-ferruh-teis","locator":"Life and literary-work sections","publisher":"Türk Edebiyatı İsimler Sözlüğü, Ahmet Yesevi University","title":"Ali Ferruh (İbnürreşat)","type":"scholarly","url":"https://teis.yesevi.edu.tr/madde-detay/ali-ferruh-ibnurresat"},{"accessedOn":"2026-10-28","date":null,"id":"tr-ferruh-bulgaria","locator":"pp.9–11 and 17–18; PDF pp.3–5 and 11–12","publisher":"Ondokuz Mayıs Üniversitesi İnsan Bilimleri Dergisi 1/1 (2020)","title":"Rıza Karagöz and Sevgi Akkoyun, 1902’de Kaleme Alınmış Bir Layihaya Göre Şarkî Rumeli Eyaleti’ndeki ve Bulgaristan Emâreti’ndeki Müslüman Halkın Durumu","type":"scholarly","url":"https://dergipark.org.tr/tr/download/article-file/1144082"},{"accessedOn":"2026-10-28","date":null,"id":"tr-ferruh-beiler","locator":"Document 1115","publisher":"U.S. Department of State, FRUS 1898","title":"Ali Ferrouh Bey to Hay, 11 October 1898","type":"primary","url":"https://history.state.gov/historicaldocuments/frus1898/d1115"},{"accessedOn":"2026-10-28","date":null,"id":"tr-hay-ferruh","locator":"Document 1116","publisher":"U.S. Department of State, FRUS 1898","title":"Hay to Ali Ferrouh Bey, 11 October 1898","type":"primary","url":"https://history.state.gov/historicaldocuments/frus1898/d1116"},{"accessedOn":"","date":"Accessed 23 October 2026","id":"mission-8640388fff0b15c07ec2","locator":"Full displayed historical chronology 1867–2024; current chancery commissioned 1997, completed/used 1999, inaugurated April 23, 1999.","publisher":"","title":"Mission history and former chiefs of mission","type":"Mission record","url":"https://washington-emb.mfa.gov.tr/Mission/MissionChiefHistory"},{"accessedOn":"","date":"1898-10-24","id":"mission-cd06fcea4d0148940985","locator":"","publisher":"","title":"FRUS 1898, document 1129 — Hay to Ali Ferrouh Bey","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1898/d1129"},{"accessedOn":"","date":"Accessed 26 October 2026","id":"mission-340426425ad7225dc035","locator":"","publisher":"","title":"Historical representation: Ottoman Empire","type":"Mission record","url":"https://history.state.gov/countries/turkey"}],"topics":["Ottoman literature","consular protection","Muslim education in Bulgaria"]},"schemaVersion":1}
