His early career included the Soviet Foreign Ministry’s press department, work in the United Nations Secretariat, and service in the foreign minister’s secretariat. He spent much of 1970–1983 at the Washington embassy, advancing to minister-counselor, before directing the ministry’s United States department and becoming a deputy foreign minister.","As ambassador in 1990–1991, he worked on the unfinished strategic arms agreement. In a January 1991 meeting with Under Secretary Reginald Bartholomew, Bessmertnykh pressed for an early meeting between American and Soviet technical specialists to move the negotiations forward. Bartholomew warned that Soviet proposals in Geneva threatened earlier understandings; Bessmertnykh argued that sustained engagement could overcome the remaining obstacles and promised to relay the concerns to Moscow.","He became Soviet foreign minister in January 1991. His tenure included the conclusion of START I and preparations for the Madrid Middle East peace conference. Gorbachev dismissed him after the August coup, criticizing his failure to take a clear stand against it.","After government service, Bessmertnykh led the Foreign Policy Association, beginning in 1992, and participated in organizations connecting former foreign ministers and Russian and American public figures. His later work also included alumni activities at MGIMO."],"id":"russia:alexander bessmertnykh","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-7a4f549a9a8d451cf6ba.html","name":"Alexander Bessmertnykh","notes":[],"paragraphSources":[["bessmertnykh-rah"],["bessmertnykh-frus"],["bessmertnykh-riac","bessmertnykh-dismissal"],["bessmertnykh-riac"]],"profileUrl":"diplomat-7a4f549a9a8d451cf6ba.html","relatedEvents":[],"relatedPeople":[],"relationships":[],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"cfa523717ed73dea","sources":[{"accessedOn":"2026-10-28","date":"","id":"bessmertnykh-rah","locator":"Biographical entry, career chronology","publisher":"Russian Academy of Arts","title":"Alexander Alexandrovich Bessmertnykh","type":"official-biography","url":"https://rah.ru/the_academy_today/the_members_of_the_academie/member.php?ID=52309"},{"accessedOn":"2026-10-28","date":"","id":"bessmertnykh-frus","locator":"FRUS 1989–1992, XXXI, document 187; telegram 8 January 1991 reporting meeting of 4 January","publisher":"U.S. Department of State, Office of the Historian","title":"Telegram on Bartholomew–Bessmertnykh START meeting","type":"primary-record","url":"https://history.state.gov/historicaldocuments/frus1989-92v31/d187"},{"accessedOn":"2026-10-28","date":"","id":"bessmertnykh-riac","locator":"Member biography","publisher":"Russian International Affairs Council","title":"Alexander Bessmertnykh","type":"official-biography","url":"https://russiancouncil.ru/aleksandr-bessmertnykh/"},{"accessedOn":"2026-10-28","date":"","id":"bessmertnykh-dismissal","locator":"Don Oberdorfer, August 1991","publisher":"The Washington Post","title":"Foreign Minister’s Firing Clouds U.S.-Soviet Diplomacy","type":"contemporary-report","url":"https://www.washingtonpost.com/archive/politics/1991/08/24/foreign-ministers-firing-clouds-us-soviet-diplomacy/1c170cfd-1a0a-4328-8681-595ab64c68fc/"},{"accessedOn":"","date":"2026-10-23","id":"mission-dc23d4d8b53ab701924d","locator":"","publisher":"","title":"FRUS 1989–1992, volume XXXI — Persons","type":"Mission record","url":"https://history.state.gov/historicaldocuments/frus1989-92v31/persons"},{"accessedOn":"","date":"2026-10-23","id":"mission-8f6fa2a0dec7248a7d09","locator":"","publisher":"","title":"State Department, Office of the Chief of Protocol — Russia (2007 archive)","type":"Mission record","url":"https://2001-2009.state.gov/s/cpr/94409.htm"}],"topics":["START I","arms control","United Nations","Soviet dissolution","Middle East peace negotiations"]},"schemaVersion":1}
