Educated in İzmir, Istanbul, and Lemberg, he entered diplomatic service in Bulgaria in 1881. His subsequent career included Athens, Bucharest, London, and Washington. He adopted the name Ahmet after converting to Islam in 1914.","His early Washington service ended amid disputes over unpaid salaries and sharp criticism of Abdülhamid’s administration. Dismissed in 1901, he later worked for a newspaper in French in Cairo. Reinstated after the constitutional revolution, he returned to Washington in 1909, then served in Paris and as minister in Montenegro. In 1914 he returned to Washington as ambassador.","That assignment became a confrontation over the American press and diplomatic conduct. In September 1914 Rüstem publicly compared American lynchings and abuses in the Philippines with violence in the Ottoman Empire. He acknowledged massacres of Armenians and Maronites while attempting to justify them as a response to political agitation. His subsequent letter to Secretary of State William Jennings Bryan defended his intervention as necessary to counter hostile coverage and to keep the United States from joining European pressure on the empire.","President Woodrow Wilson required an expression of regret before normal relations with the ambassador could resume. On 20 September Rüstem replied that he could not accept the president’s position and would request leave. He departed that autumn, leaving Abdülhak Hüseyin in charge.","After the First World War he joined the Turkish nationalist movement and represented Ankara in the final Ottoman parliament and the first Grand National Assembly. He served on the assembly’s foreign affairs commission but resigned in September 1920 and went to Europe. Parliament granted him a service pension in 1923. He continued writing in support of Turkey; recent archival scholarship dates his death to 1934, although some parliamentary and reference biographies give 1935."],"id":"turkey:ahmet-rustem-bey","identifiers":{},"legacyPersonIds":[],"legacyUrl":"https://chanceries.org/diplomat-8168437f2e68f7a3bc1d.html","name":"Ahmet Rüstem Bey","notes":[],"paragraphSources":[["alfred-parliament","alfred-career"],["alfred-career"],["alfred-statement"],["alfred-demand","alfred-leave","alfred-career"],["alfred-parliament","alfred-career"]],"profileUrl":"diplomat-8168437f2e68f7a3bc1d.html","relatedEvents":[],"relatedPeople":[{"certainty":"documented","name":"Abdülhak Hüseyin Bey","note":"Rüstem left Abdülhak Hüseyin as chargé when departing in autumn 1914.","profileUrl":"diplomat-ce7cb961391c7d0777f4.html","sourceIds":["alfred-career"],"targetId":"turkey:abdulhak-huseyin-bey","type":"supervised"}],"relationships":[{"certainty":"documented","note":"Rüstem left Abdülhak Hüseyin as chargé when departing in autumn 1914.","sourceIds":["alfred-career"],"targetId":"turkey:abdulhak-huseyin-bey","type":"supervised"}],"researchStatus":"reviewed","reviewedOn":"2026-10-28","revision":"c7c08868a76b26dc","sources":[{"accessedOn":"2026-10-28","date":null,"id":"alfred-career","locator":"pp. 125–128, 131–136, 144–146","publisher":"Istanbul University Press (2025)","title":"Ö.
